2026 年 3 月末,在禧年宫举行的签署仪式上,副总统 Jane Naana Opoku-Agyemang 女士、幕僚长 Julius Debrah 先生、财政部长 Cassiel Ato Forson 先生、司法部长 Dominic Ayine 先生等高级官员出席。


其中《2026 年安全与情报机构法案》废除了国家安全部长办公室,授权总统可指定任何部长监管国家安全机构。


该法案还将国家情报局的名称恢复为原先的 "国家情报总局"。总统表示此举旨在消除该机构与国家投资银行之间的名称混淆。


另一项《2026 年工程与农业科学大学法案》规定新建一所公立大学,主校区位于东部地区的邦苏(Bonsu),并在奥蒂地区的奥哈乌(Ohawu)和阿哈福地区的阿切伦苏(Acherensua)设立分校区。


议会还通过《2026 年增长与可持续性税(修正)法案》,在矿业特许权使用费实行浮动费率后,将矿业公司税率从 3% 降至 1%。


《2026 年加纳存款保护(修正)法案》将存款保护范围扩展至移动货币钱包等数字平台,不再局限于传统银行和金融机构。


此外,《2026 年教育监管机构(修正)法案》对第 1023 号法案进行修订,允许私立高等教育机构在运营中获得更大灵活性,并可申请办学特许状。


议会秘书 Ebenezer Ahumah Djietror 先生、总统办公厅主任 Callistus Mahama 博士、总统高级顾问兼特别助理 Joyce Bawa Mogtari 等也出席了仪式。禧年宫于 2026 年 3 月发布了这一进展。


President Mahama Signs Five Laws: Restores BNI Name and Cuts Mining Levy


President John Dramani Mahama has assented to five bills passed by Parliament, covering national security, higher education, mining taxation, deposit protection and education regulation.


The signing ceremony, held at the Jubilee House on Tuesday, March 31, 2026, was attended by Vice President Jane Naana Opoku-Agyemang, Chief of Staff Julius Debrah, Finance Minister Cassiel Ato Forson, and Attorney General Dominic Ayine, among other senior officials.


One of the laws, the Security and Intelligence Agencies Act, 2026, abolishes the Office of the Minister of National Security and gives the President the authority to assign oversight of the country’s security agencies to any minister.


The Act also restores the name of the National Intelligence Bureau to its former designation, the Bureau of National Intelligence.


President Mahama said the change would address confusion between the agency and the National Investment Bank.


Another law, the University of Engineering and Agricultural Sciences Act, 2026, provides for the establishment of a new public university.


Its main campus will be located at Bonsu in the Eastern Region, with additional campuses at Ohawu in the Oti Region and Acherensua in the Ahafo Region. 


Parliament also passed the Growth and Sustainability Levy (Amendment) Act, 2026, which reduces the levy on mining companies from three per cent to one per cent following the introduction of a sliding scale for royalties on mining operations.


The Ghana Deposit Protection (Amendment) Act, 2026, extends deposit protection to mobile money wallets and other digital platforms, expanding coverage beyond traditional banks and financial institutions.


In addition, the Education Regulatory Bodies (Amendment) Act, 2026, amends Act 1023 to allow private tertiary institutions greater flexibility in their operations and the option to apply for a charter.


Also present at the ceremony were the Clerk of Parliament, Mr Ebenezer Ahumah Djietror, Secretary to the President, Dr Callistus Mahama, and Senior Presidential Advisor and Special Aide to the President, Ms Joyce Bawa Mogtari.


The Jubilee House announced the development on March 31, 2026.
