
加纳总统 John Dramani Mahama 先生表示,要求关闭特别检察官办公室(OSP)的呼声为时过早,他呼吁国民给予该机构更多时间履行法定职责。
2025 年 12 月 10 日周三在总统府与国家和平委员会成员会晤时,Mahama 总统明确表态不支持撤销特别检察官办公室的诉求。他阐释该机构在国家反腐体系中具有独特地位,因其拥有不经总检察长批准直接提起诉讼的权力。
"我认为要求关闭该机构为时尚早。" 总统强调。他指出该办公室的设立初衷是为消除公众对总检察长部门的不信任 -- 许多加纳民众认为,身为政府成员的司法部长往往不愿起诉同届官员。
"民众对总检察长缺乏信任,因其通常兼任政府部长。人们认为司法部长会包庇同僚。" 总统解释道。而拥有独立律师团队和任期保障的特别检察官办公室,能确保无论涉及何人都会追查不法行为。
"我们应给予他们更多时间。" Mahama 总统表示。其政府计划加强包括经济与有组织犯罪办公室在内的所有反腐机构:"正因如此,我们正在为经组罪办公室及特别检察官办公室等反腐机构调配资源。"
总统强调问责制至关重要,加纳必须避免重蹈西非部分地区因治理失败引发军事政变的覆辙。"我虽不愿追究官员责任,但若纵容滥用职权的行为,加纳人民绝不会原谅我们。" 他补充道。
Mahama: I Think it is Premature to Call for the Closure of the Office of the Special Prosecutor (OSP)
President John Dramani Mahama has said calls for the closure of the Office of the Special Prosecutor (OSP) are premature, urging Ghanaians to allow the office more time to carry out its mandate.
Speaking during a meeting with members of the National Peace Council at the Presidency on Wednesday [Dec 10, 2025], President Mahama said he does not support demands for the Office of the Special Prosecutor to be scrapped.
He explained that the office occupies a distinct place in the country’s anti-corruption set-up because it has the authority to prosecute cases without going through the Attorney General.
“I think it is premature to call for the closure of that office,” he said.
The President said the office was created to address public mistrust in the Attorney General’s Department, noting that many Ghanaians believed an Attorney General who served in government would hesitate to prosecute officials from the same administration.
“People had mistrust for the Attorney General because the Attorney General normally is a member of the government and is a Minister of State. They believe the Attorney General would be reluctant to prosecute his own,” he stated.
He said an independent office with its own lawyers and security of tenure assured the public that wrongdoing would be pursued regardless of who is involved.
“I think we should give them a little time,” he said.
President Mahama said his administration intended to strengthen anti-corruption bodies, including the Economic and Organised Crime Office and the Office of the Special Prosecutor.
“That is why we are resourcing EOCO and the other anti-corruption institutions, including the Office of the Special Prosecutor,” he noted.
He said accountability remained important as Ghana worked to avoid the governance failures that had contributed to military takeovers in parts of West Africa.
“I do not enjoy prosecuting people. But the people of Ghana will not forgive us if people develop impunity in terms of abusing the trust placed in them,” he added.
