深能安所固电力加纳有限公司由深圳能源集团股份有限公司、中非发展基金有限公司，和迦纳术略（SIL）创始人兼董事局主席十四世·托比·阿菲德阁下（Togbe Afede XIV）于2007年共同投资建设，是深圳能源响应国家“走出去”战略做出的对外投资创新和集团长远发展的重大战略举措，也是中非发展基金在西非最成功的投资项目，是目前加纳第一个更是目前最大的独立发电商（IPP）。

普伦配部长指出，深能安所固电力加纳有限公司是加纳能源供应的长期合作伙伴，其 560MW的电厂占据了市场份额 15%，在非洲多个国家拥有项目。 

“深能安所固电力公司在太阳能、风能和废物转能源等可再生能源项目方面都提出了建设性计划和建议。能源部将研究其延伸计划，讨论相应的前进方向。” 部长先生说道。

深能安所固电力加纳有限公司位于加纳阿克拉省特马市工业区，滨临几内亚湾北侧，占地 20 万平方米，与首都阿克拉相距约29公里。

电厂总投资 7.9 亿美元，规划总容量为 560MW燃气蒸汽联合循环发电机组，分两期建设。一期工程装机容量 2×100MW燃气蒸汽联合循环发电机组已于 2010 年全部建成投产，工程总投资约 2 亿美元；二期 360MW于 2017 年 2 月投产。

经十数年发展，电厂成为中国家“一带一路”倡议的早期成果项目。2016 年 4 月 18 日，中共中央政治局常委、全国政协主席俞正声，时任加纳共和国总统马哈马阁下，和十四世·托比·阿菲德阁下共同出席了二期首套机组投产典礼。 

电厂每年发电量达 30 亿千瓦时，可满足加纳 25%的用电需求。电厂高效环保可靠的电能，为加纳经济发展和起飞提供了强有力的保障。 

深能安所固电力加纳有限公司已与加纳电力承购商 ECG 签署“即收即付”协议，但自 2010 年开始运营以来，深能安所固并未收到 ECG 应该支付的费用，目前这笔费用已累计达 2.5 亿美元，而深能安所固并未打算要求 ECG 或加纳国家对这笔款项进行支付。

目下，深能安所固电力加纳有限公司宣布将对现有电厂进行三期扩建计划，考虑以两种方案施行：方案一将为电厂增加 360MW，方案二将增加 508MW。

深能安所固还根据加纳政府提高可再生能源在全国能源结构中渗透率的议程，计划在风能、太阳能和废物变能源领域进行大量投资。

普伦配部长认为这些计划非常有意思，他向深能安所固电力公司保证，能源部会着手研究该公司的扩张计划，并讨论相应的前进方向。

十四世·托比·阿菲德阁下（Togbe Afede XIV）是加纳东部阿索戈里地区（Asogli）首领，任前加纳国家酋长院主席，是一位有20多年经验的投资银行家，时任加纳银行协会会长，加纳足球委员会委员，是迦纳术略（SIL）集团创始人兼董事局主席，也是加纳世贸中心执行主席，以及SAS金融集团有限公司（为迦纳术略SIL下属集团公司）创始人。

托比阁下身为数据库金融服务、深所固电力迦纳有限公司、非洲世界航空有限公司（与中国海南航空公司合作）、加纳云有限公司，以及非洲照明建筑有限公司联合创始人，更是加纳举国闻名的中国通，历任加纳总统顾问，西非周边国家领导中国问题专家；作为长期与腐败风气作斗争的领导者，托比主席在加纳人民心目中的地位极高。

后疫情时代的加纳正同全世界民众一起经历着疫苗普及阶段，在遭遇几轮新冠疫情的无情摧残之后，新上任部长马修·敖泊库·普伦配博士将配合加纳政府，带领整个部门为加纳人民做更好的后勤保障工作。

近日，壳牌能源公司和维托尔能源分销公司也前往能源部拜会了新任部长，欢迎他的加入。

A six-member delegation from the Sunan Asogli Power （Ghana） Limited led by Togbe Afede XIV, co-founder of the company on Tuesday, 23 March 2021 called on the Minister of Energy Dr. Mathew Opoku Prempeh in his office to formally welcome him to the energy sector. 

The visit was also to brief the new minister on the company's profile and its operations in Ghana, together with its future plans. 

Dr Prempeh noted that Asogli Power is along standing partner in energy delivery in this country, with its 560MW plant occupying 15% of the market share and with projects in several countries across Africa. 

"Its plans and proposals on renewable energy sources such as solar, wind and waste-to-energy projects are interesting. The Ministry of Energy will look at its expansion plans and discuss the way forward accordingly," the minister stated.

Although the company has signed Take-or-Pay agreement with Ghana’s electricity off taker, ECG, the company has not invoiced the ECG for idle capacity charges since 2010 when it started operations.

Energynewsafrica.com understands that this idle capacity charges has accumulated to about $250 million. However, the company has no intension of asking ECG and, for that matter Ghana to pay this quantum of money.

Recently, Asogli announced plans to undertake phase III expansion of its current plant and the company is considering two options with the first option being an addition of 360MW while the second option will add 508MW.

It also plans to make huge investments in the area of wind, solar and waste-to- energy in line with the Government of Ghana’s agenda to increase renewable energy penetration in the country’s energy mix.

The sector Minister, who described these initiatives as interesting, assured Asogli of the Ministry of Energy’s preparedness to look into the company’s expansion plans and discussed the way forward accordingly. 

This follows the visit of Shell Energy and Vitol an energy distribution company to the minister's office to welcome him to the sector.
